Your post and the title of the news article is misleading. Well, we all know there are lots of Chinese people (I am not going to state the obvious). OK now, in the news article, all we know for a fact is that huggers were questioned by the police in Beijing, it mentions in Beijing only, it doesn't say anything about being banned in China. Just because people were questioned in Beijing, one shouldn't assume and conclude that hugging is banned altogether in the entire country of China with a population of 1.3 billion. In fact, people from other parts of China we giving away free hugs and there is no mention of people going to jail. Until the Chinese government bans free hugs one shouldn't assume and make a statement you go to jail for giving free hugs in China.
Having that said, we know that the Communists CONTROL the media, so who knows what really goes on in that country? Falun Gong is banned in China and I wouldn't be surprised if Free Hugs is banned in China too, I don't think Communists want a repeat of Tienamen Square. I wonder how long the Communists will have grip on its people. There is only so much the Communist government can control the internet. It's only a matter of time until its people rise up again in the future imo.
Anyway, here is the clip of Free Hugs in China. The video itself tells a different story of Chinese failing to embrace free hugs.

Some of you may be thinking free hugs are nice but that it's pointless. You are missing the point if you think they are. Hugging people by itself doesn't change anything, but it's aftereffect and the core message derived from Free Hugs (videos) is what really matters. It's the message of hope in humanity, that can be the catalyst which will inspire many to make a world of difference.
Here is the Free Hugs video from Oprah.
